What govtech and nonprofit companies hire for Industry Vertical 44, Govtech and nonprofits, in Domain XI, Traditional industries going digital. The short answer The companies in Govtech and nonprofits build software for city and county governments, for nonprofits and associations, and the nonprofits that build software themselves. Their products run budgets, permits, courts and emergency calls, take donations and manage members and fees, and set standards and run open public platforms. Hiring here is small, and most of it is in Pune. OpenGov, a government-software company, hires more than all the others together, with the association and nonprofit software company Momentive Software, the government-communications company Granicus and the member-management company Daxko behind. Government software is web software, so JavaScript and Node full-stack engineers are more than seven times as common here as at a typical product company, and other full-stack engineers several times as common. .NET engineers are about three times as common. Test, frontend and cloud engineers are far less common than usual. This is a senior workforce with almost no junior hiring, and nearly all of it happened between January and June 2026. Who gets hired, and why .NET JavaScript and Node full-stack Full-stack Java backend and full-stack GenAI Also present

.NET engineers. Much association, nonprofit and government software has long been built on the Microsoft stack. .NET engineers build it in C# with React or Angular and SQL Server, at Momentive Software, OpenGov, the public-sector software company Tyler Technologies, Granicus and Daxko. They are about three times as common here as at a typical product company.

JavaScript and Node full-stack engineers. OpenGov builds its budgeting and permitting platform in JavaScript end to end, and it hires almost all of these engineers, in React and Node with TypeScript and GraphQL on AWS and Azure. Many postings also require building AI features with LangChain. They are more than seven times as common here as elsewhere.

Full-stack engineers. OpenGov also hires full-stack engineers across stacks, in React, TypeScript and GraphQL. They are several times as common here as elsewhere, and they are hired only with experience.

Java backend and full-stack engineers. OpenGov, Momentive Software and the standards nonprofit US Pharmacopeia hire Java engineers, mostly full-stack with React. Java is a little less common here than at most product companies.

GenAI engineers. OpenGov, Granicus and Tyler Technologies hire GenAI engineers to add AI to their products, in TypeScript and Python with the OpenAI API on AWS. GenAI is a little above its usual weight.

Also present. Cloud engineers at OpenGov, generalist software engineers at Momentive Software, mobile engineers in React Native at Daxko, Python engineers, and C/C++ systems engineers at the emergency-call location company Polaris Wireless.

Rare here. Test and frontend engineers are far less common than at most product companies, and data, firmware and SAP work barely appear.

These readings follow the record quarter by quarter, from October to December 2025, the third quarter of the financial year 2025-26, to July to September 2026, the second quarter of 2026-27. Hiring here is small and comes mostly from one company, so a longer record will show whether they last.

Hiring came in a burstThere was almost no hiring at the end of 2025. Openings rose sharply in January to March 2026 and held in April to June, then almost stopped between July and September, a far deeper fall than across product companies. AI was far aheadAI work was a much larger share of hiring here than across product companies in January to March 2026, and far larger again in April to June, when OpenGov's full-stack roles began to require AI skills. Full-stack rose and .NET easedNode and full-stack engineers took a much larger share of hiring in April to June 2026, while .NET's share fell from January to March.
Persistently open roles

Far more jobs here are persistently open than across product companies.

Full-stack, Node, .NET and Java roles all stay open long. They are posted again far more often than the same roles elsewhere. The skills that turn up most often in the jobs that stay open are Azure DevOps, GraphQL, Grafana, ASP.NET MVC and jQuery. OpenGov is regularly hiring, keeping many of its jobs open again and again, and so do Momentive Software and Granicus. Senior and staff roles are the hardest to fill. How long they stay open. When a job is posted again, its first and last postings are typically about three weeks apart, and rarely more than about seven weeks.
Where in the Industry Vertical the work is Market Segment 44.1

Government software holds most of the hiring, in Budgets, permits, courts and emergency calls, through OpenGov in Pune and Granicus in Bengaluru. Node, full-stack, .NET, GenAI, Java and cloud engineers lead there, and it is a senior corner.

Market Segment 44.2

Nonprofit and association management software hires .NET engineers above all, with multi-language, mobile and Java engineers, at Momentive Software in Pune and Daxko in Delhi NCR.

Market Segment 44.3

Tech-for-good nonprofits hires a few Java engineers at US Pharmacopeia in Hyderabad.

Some companies listed here have their main home elsewhere. They are SonicWall SLED (Market Segment 4.5, in Industry Vertical 4, Cybersecurity), Acentra Health (Market Segment 21.6, in Industry Vertical 21, Insurtech) and Digital Green (Market Segment 45.2, in Industry Vertical 45, Agritech). Their hiring is described where they live, not here.

Pune has most of the work, through OpenGov, Momentive Software and Tyler Technologies. Bengaluru appears through Granicus, Delhi NCR through Daxko, and Hyderabad through US Pharmacopeia.

The door

This is one of the most closed Industry Verticals in the product industry. Entry and junior hiring is far below the average for product companies, and staff-level hiring is well above it.

A handful of juniors are hired, in .NET, mobile, Node and Java, at OpenGov, Tyler Technologies and Granicus. Full-stack, GenAI and cloud roles are hired only with experience.
In one line If you are an experienced full-stack engineer in React and Node, or in .NET, government and nonprofit software is a small, senior destination in Pune, where AI is already part of the job.
